Lahir di Canberra, Australia tanggal 24 April 1998. Anak kedua dari pasangan Arino Kedar dan Vania Batara. Lahir dan besar di Canberra, mengikuti kedua orang tuanya. Ayahnya seorang Staf Ahli Kedubes RI di Australia. Velorio Batara Kedar, kakak dari Velisha yang berbeda dua tahun dari Velisha.
Pindah ke Jakarta sewaktu lulusan SMA, kemudian tinggal bersama Velorio dan nenek serta kakeknya di Jakarta untuk melanjutkan studinya di Universitas Indonesia, sebagai mahasiswi Hubungan Internasional. Aktif organisasi internal kampus.
